Abuja – The Minister of
Education, Prof. Ruqayyatu
Rufai, has warned
polytechnics undertaking
the post-graduate diploma
programmes to stop, saying it is not part of
their mandate. Rufa’i gave the warning
on Monday in Abuja at the
inauguration of the
governing councils for the
National Teachers
Institute, National Educational Research
Development Council, 15
federal polytechnics and
19 federal colleges of
education. She directed that
henceforth, no polytechnic
convocation would hold
without issuance of
certificates to graduating
students. The minister also ordered
that the provosts and
registrars of colleges of
education must sign NCE
certificates as obtained in
polytechnics and universities. “The provosts and

a prerequisite for approval
for holding convocations;
thus no certificate, no
convocation,” she directed. While addressing the

social vices among
students. “Governing councils have a
strategic role to play in
facilitating the required
transformation of the
tertiary education sector
in order to actualise the desire of government to
provide easy access
without compromising
standards and quality. “The composition of these
governing councils is apt
and places high demands
on you to work
assiduously to realise
these goals,’’ she said. Rufa’i said that effective
strategies should also be
developed for early
detection and eradication
of all forms of vices such
as examination malpractice, sexual
harassment, extortion,
inducement, loss of
examination scripts and
results. She advised the councils
not to be lured into
turning the prestigious
fellowship awards to
chieftaincy title affairs. Responding on behalf of his
colleagues, Chief Ebenezer
Babatope, Chairman,
Governing Council of
College of Technology,
Yaba, pledged to use their appointments to
contribute to the
development of the
education sector. He thanked the Federal
Government for the
privilege to serve the

Two people chelsea will love to have next season

There are two people that most
Chelsea fans want to see at
Stamford Bridge next season.
One of them is Jose Mourinho to
return to take over the club
and start the second coming of the Abramovich era and the
other is Radamel Falcao!. According to the written press
this morning, Mourinho has all
but sealed his return and has
instructed Roman Abramovich to
do whatever it takes to go out
and sign Falcao. There are differing reports in
the media over the fee for the
Colombian striker but the
general consensus is that a fee
of around £45-£50m will
persuade Atletico to sell him. One report even states that the
buyout clause in his contract is
around £51m. If Atletico refuse
to budge, Roman will activate
the clause by paying the money
and then it comes down to the player negotiations. One paper has reported that
Falcao could earn as much as
£200,000 per week if he were to
come to Stamford Bridge but as I
said yesterday, the stumbling
block could be his partner who is pregnant and has stated openly
that she wants to stay in Spain
and raise their child there. Falcao has scored 66 goals so far
in two seasons in La Liga in
addition to his impressive goal
scoring record at Porto. He has
become one of the hottest
properties in Europe and has been tracked by Chelsea ever
since AVB was hired as manager. As for Mourinho, watching the
performance of Real Madrid last
night as they were humbled 4-1
by Dortmund, they are facing a
mountain to climb to try and
turn things around. The players never turned up last night and
were out fought all night long. Trailing Barcelona by as many
points as they are in La Liga and
with a second semi final exit in
the Champions League in the last
two seasons, Mourinho's
departure from Madrid could come sooner than expected. Let's hope that when that
happens, he gets on a plane and
flies straight to London and back

Government Areas. Few attacks take place in
Damboa, Chibok, Biu and Gwoza
Local Government Areas in the
southern part of the state while
Hawul, Bayo, Kwaya Kusar,
Askira/Uba and Shani have remained relatively peaceful. Most government officials and
civil servants had fled most of
these areas except Damasak.
Bama and some parts of
Konduga Local Government Area,
both in the central part of the state, are also coming under the
control of the sect members who
had chased away government
officials and civil servants, it was
learnt. The source alleged that the JTF,
which has received over 200 new
patrol hilux vans, in addition to
the fuelling of its vehicles and
allowances for its soldiers, have
largely remained more active in central parts of the state. When
contacted last night, officials of
the Borno State Government
referred our reporter to the
Joint Military task Force (JTF).
However, several attempts to speak with the spokesman of
the JTF Lt Col Sagir Musa were
not successful as calls placed to
his mobile phone failed to go
through. In Marte Local Government, the
sect members control most
villages and openly organize

Baba Ahmed Jidda, who is a

insurgents, abandoning harvest
of wheat in 5,000 hectares of irrigation land, revived and
funded by the state through
collaboration between the Borno
State Government and the
Federal Govt-owned Chad Basin
Development Authority. The farm has over 60,000
hectares of unused irrigation
land in Marte.

MTN SIGN $3bn LOAN FROM ZENITH

MTN Nigeria has secured loan facilities totalling $3bn (about N470bn) from a consortium of local and international financial institutions to enable it expand, modernise and improve its network infrastructure. Zenith Bank Plc led the financiers with N55bn, followed by Guaranty Trust Bank Plc and First Bank of Nigeria Limited, which raised N40bn each; while Access Bank Plc and Fidelity Bank Plc contributed N35bn and N26.25bn, respectively. The loan, according to MTN, consists of $1.8bn in additional facilities and $ 1.2bn in restructuring of existing local facility. The deal was formally sealed by top officials and board members of MTN and the participating banks in Lagos on Tuesday. The Chief Executive Officer, MTN, Mr. Brett Goschen, said the signing of the loan deal signposted another strategic collaboration between the telecoms service provider and financial institutions to deepen telecommunications services in Nigeria. According to him, the deal is the sixth of such strategic partnerships, with other notable ones including the $170m commercial paper facility secured by the company in 2002 and a $ 395m medium-term facility in 2003. Goschen said the 2003 deal was the largest African telecoms funding deal to close outside of South Africa at the time and won the Project Finance magazine's 'African Telecoms Deal' for that year. "In 2007, MTN Nigeria again partnered with various local and international financial institutions to raise $2bn to fund our rapidly expanding operations. It was again regarded as the largest loan syndication to any individual telecommunications company in Africa. In that year, it won the 'African Deal of the Year' by the EuroMoney Magazine," he said. Goschen recalled that again in 2010, MTN Nigeria partnered with 15 local financial institutions and two international lenders to raise another $2bn, which was described as the largest corporate financing deal in the whole of sub-Saharan Africa. This deal, according to him, was awarded the 'Trade Finance Deal of the Year 2010' by the Trade Finance Magazine of the United Kingdom. "The essence of these deals was to enable MTN to make the necessary capital investments to expand our network infrastructure and meet the growing demands of our customer base. We certainly put that financing to good use, built the most extensive telecommunications network in Africa and grew our customer base to over 50 million subscribers," he said. Goschen said MTN currently had effective network coverage of more than 85 per cent of Nigeria's land mass and population, and nearly 100 per cent coverage of most major highways in the country. He said with a relatively low mobile penetration, sound economic growth, lower cost of ownership for consumers and the insatiable demand for data services, there was still ample room for more growth in the sector. "The restructured and additional facilities will enable us to continue with the aggressive investment in our network," he said. The MTN boss said the company invested $1.6bn in 2012 and would invest over $1.5bn on network upgrade and expansion this year. "Enhancing our network quality is
also a key focus of the investment as we lead the delivery of a bold new digital world for our customers," he said.

Justus Esiri buried

The body of the late veteran actor, Justus Esiri, was buried today in his hometown, Abraka, Delta State. The late theatre icon began his
final journey home with a Tribute
Night organised by the Actors’
Guild of Nigerian in Lagos. It was
followed by a service of songs
and general mass on Tuesday and Wednesday respectively at
St. Jude Catholic Church,
Mafoluku, Lagos, before his body
was taken to Delta State for
burial. Friday morning, a commendation
mass/lying-in-state was held at
the Polo Turf in Abraka, before
the body of Esiri was moved to
his residence in Abraka for
interment and entertainment of guests. Chief Esiri popularly known as
the Village Headmaster, died on
19 February following
complications from diabetes. Born in 1942, Esiri had his
primary and secondary school
education in Abraka and Warri,
respectively, before proceeding
to the Maximillan University and
Weners Institute of Engineering in Germany, between 1964 and
1968. Having worked for some time as
a newscaster with the Voice of
Nigeria, German Service, he
veered into movie, had a stint
with the Schiller Theatre in Berlin
before returning to Nigeria in 1976. The late actor played a key role
in the production of Dr. Ola
Balogun’s movie, Dinner with the
Devil, as well as during the
Second World Black and African
Festival of Art and Culture in Lagos, tagged FESTAC ’77 in
1977.

negotiated the sum to N5 million
which delivered to a location in Delta State through a courier on
Friday April 05, 2013, after
rejecting the offer for the wife
or the brother to deliver the
money. But rather than release the ex-
Deputy Governor, the kidnappers
seized the money and the
courier on April 05, 2013, cutting
off all communication, until the
body was found. All efforts and all contacts made
by our party to relevant
authorities had not yielded any
dividend and have surprisingly
not even drawn any concern
from quarters we took for granted. We worked and prayed to see Dr
Nwike return safe and alive to
continue contributing as he has
been doing to our party, but we
have not. We toiled and moiled to
see our South East National Vice Chairman, play his traditional
fatherly role in the tasks
immediately before us. But we
are crest-fallen that Dr Nwike as
gone the way of all mortals,
though in a way we would have wished away.
We are tremendously ashamed of
the circumstances of his death
and wish we could now erase
from history that a former
Deputy Governor of a State in Nigeria died in this manner. Our Leader Dr Chris Nwabueze

Chelsea will be the greatest
threat to Manchester United
for the Premier League title
next season, provided Jose
Mourinho returns to his former side. - Manchester derby preview The United manager is on

Plans have also been concluded to cancel the Unified Tertiary Matriculation Examination being conducted by the Joint Admission and Matriculation Board for applicants into the nation’s tertiary institutions.
JAMB will however not be scrapped. The government’s decisions, which would be made public soon via a White Paper, are based on the recommendations of the Stephen Oronsaye-led Presidential Committee on the Rationalisation and Restructuring of Federal Government Parastatals, Commissions and Agencies. A government source said that upon receipt of the latest report, President Goodluck Jonathan has been meeting with Vice-President Namadi Sambo and
a few top government officials to take final decisions on it. It was in one of such meetings held on Tuesday that the final decision was taken. Under the new arrangement, the
source said in place of UTME, authorities of all tertiary institutions would now be at liberty to conduct their entrance
examinations as they had been doing for post-UTME. JAMB will however serve as a clearing house. “JAMB will now be a clearing house like Universities and Colleges Admissions Service in the
UK. If somebody gains admission into three universities and holds down space, immediately such person picks his first choice, JAMB’s system will automatically free the remaining two slots for other applicants. “JAMB will no longer conduct examinations but it will be setting the standard alongside the schools authorities,” the source said. UCAS, which was established in 1993, is the British admission service for students applying to university and college, including post-16 education as of 2012. UCAS is primarily funded by students who pay a fee when they apply and a capitation fee from universities for each student they accept.
On NECO, the source said in arriving at the decision to scrap the examination body, the committee took into cognizance its huge facilities across the country. But it was resolved that the West African Examination Council would absorb NECO’s members of staff and its facilities. WAEC will also be empowered to conduct two Senior Secondary School Certificate Examinations per year, one in January and the other probably in December. Hitherto, only one November/ December SSCE Examination is being conducted.
The May/June Senior Secondary Certificate Examination being organised by the examination body once in a year still stands. The government source also said arrangements had been concluded to scrap the Public Complaint Commission, the National Poverty Eradication Programme and the Institute of Peace and Conflict Resolution among others.
